Policy governing access to education for circumstantial children still weak – CCZ

The Council of Churches in Zambia (CCZ) says the effectiveness of the policy and legal framework governing access to education for circumstantial children (children born to incarcerated mothers) in Zambia is still very weak.

CCZ General Secretary Fr Emmanuel Chikoya told the Parliamentary Committee on Education, Science and Technology at Parliament buildings this morning that from time in memorial there has been silence in relation to circumstantial children in Zambian Correctional facilities accessing education as a result of the weak policy in this area.

This was when Fr Chikoya submitted CCZ thoughts on the role of Community Schools in enhancing access to education in Zambia, as well as access to education for circumstantial children in Zambian Correctional facilities.

Fr Chikoya has since advised Government to have political will to develop education facilities for early childhood education for circumstantial children in Zambian correctional facilities.

He said since there is already in place a policy and legal framework governing access to education for circumstantial children, all what Government needs to do is to strengthen this policy and begins from there.

He pointed out that the need for human dignity begins to apply immediately a child is conceived hence the provision of all needs and necessities such as the provision of education to all children, whether circumstantial or not must be made available by the Government.

Fr Chikoya has implored the Zambia Correctional Service to partner with Civil Society Organizations (CSOs) to build schools for children in Prisons and also build special mother and child units since there is inadequate funding by the government.

He further called on The Ministries of General Education and Home Affairs to ensure that adequate resources are made available for children born to imprisoned mothers (circumstantial children) and their mothers.
